998 with m45 supercharger not starting

My brother has a 998 engine in his mk1 and decided to put an m45 Eaton supercharger on it. The installation was a success despite having to move both master cylinders out of the way. However, since the installation, we have been unsuccessful at starting the car. We are currently running an Hs4 on the supercharger. The carburetor appears to be working fine but we are only able to achieve a fire from the engine by shooting starting fluid into the carburetor. Has anyone had this issue or have any pointers to get us on track. The car ran prior to the installation of the supercharger.

Can you confirm suction in the carburetor when the motor is cranking over?
